Hall Property History

In 1989 the City of Encinitas as part of the General Plan determined that the city has a shortage of dedicated community park space.

In May 2001 the City purchased for $17,000,000, approximately 44 acres at the Hall property.

In May 2002 several conceptual plans for the property were presented to the City Council.

A public workshop was held in June of 2002 to gather input from the community on potential design concepts for the park. Nearly 200 citizens participated in the workshop. The information generated by the meeting was used to prepare a “community Input Plan” which was presented to the City Council in July 2002.

Additional public meetings were held with the City Council to gather input on the design of the part and to refine the park plan.

As a result of the meetings the City has developed a design which was voted on in March 2004

In January 2007 the City completed an Environmental impact report. This found no major environmental issues regarding the proposed park project.

In March 2007 a public hearing was held to get additional input from the community regarding the Environmental Impact Report.

Issues raised at the hearing will be addressed by the City staff at a future City Council meeting.

Currently the City is in the process of preparing a Global Warming Impact report which is a new requirement for projects located in California.

Once that report is completed there will be a public hearing on the project. The date is to be determined.

The park will include a mixture of active and passive uses. Active components include softball/baseball fields, a basketball court; multiple use turf fields a dog park, an amphitheatre and a skate park.

Passive elements include gardens, picnic areas, trails, and a scenic overlook.
